    Dear friend
FR-17 deals with Dies-Non Cases. Competent authority after issuing a show cause notice can treat the entire period of unauthorised absence (including strike period) as Dies-non which may also result in Break in service, if otherwise not condoned by the competent authority. The period of dies non will not count for grant of increment and other pensionary benefits. However as regards appearance in departmental exam, it has no role to play. Who so ever has been granted as Dies-non, may appear in the exam. This can't be denied.

    Dear friend,
FR 17A is the order of Break in Service. You will not be eligible to appear the Departmental Test if prescribed minimum continuous service is affected by the order.
It will affect LTC and Quasi permanency.
